A woman arrested two years ago for topless while walking in New York City has settled her civil rights case against the city for $29,000. The plaintiff, Jill Coccarro, was arrested and held in jail for 12 hours despite a 1992 court decision, People v. Santorelli, that granted women the same right as men to appear shirtless in public.
